This paper discusses the importance of equating all stormwater BMPs, whether manufactured or public domain, by evaluating and discussing them in a manner that is honest, equitable, and balanced. Further, members believe that land- based systems should not simply enjoy the "presumption of acceptance" and that they shall be held to same level of scrutiny and performance as manufactured systems.
